Project Description

         The Refrigeration and Air Conditioning (RAC) sector, particularly the chiller subsector, has played significant role in the Philippines' economic growth. This sector continues to rely heavily on CFCs which have many direct and indirect environmental impacts. However, due to significant investment requirement, notwithstanding the benefits of energy savings, the replacement of inefficient ODS-based chiller has not been afforded attention by chiller owners. This placed an unnecessary burden on the country's energy supply and contributed to enormous CO2 emission over time. This could be easily avoided by transforming the sector through the use of energy efficient and low GWP/ODP chillers and removal of certain financial barriers.

          The Rationale of the project is to address numerous barriers to the adoption of energy efficiency non-ODS chiller technology by providing innovative financial incentive.

Joint Awarding and Recognition Ceremony Philippines-Chiller Energy Efficiency Project and Philippine Environment Partnership Program

One of the components of the Project is the Performance Standards and Technical Assistance. This component aims to build capacity of project participants particularly on the monitoring and maintenance of new chillers. One of the strategies to achieve this objective is the conduct of annual recognition where Project Participants are recognized for their best practices in chiller operation and maintenance that led to maximizing the chiller efficiency and energy savings. The event would also provide Project Participants the opportunity to share their experiences on how to efficiently operate the new chillers. 

The PCEEP Awarding and Recognition Ceremony conducted last October 12, 2016 in Hotel H20 Metro Manila.

The World Bank Mission

The World Bank conducted a project implementation review mission on June 27 – July 4, 2016. The main purpose of the review mission is to assess the performance of the project and discuss the Implementation Completion Report (ICR) and Project Completion Reports (PCR) of the PCEEP. 





107th Annual Conference and Trade Show of International District Energy Association (IDEA)

The International District Energy Association (IDEA) 2016: 107th Annual Conference and Trade Show was held on June 20-23, 2016 at St. Paul, Minnesota, USA. The DENR delegation was headed by Asec. Rommel R. Abesamis, DENR Assistant Secretary for Foreign Assisted and Special Projects. The other DENR delegates were: Ms. Michico Venus A. Navaluna, PCEEP Deputy Director; Mr. Inocencio Castillo, Chief of Budget Division of the DENR; and Mr. Eddie Abugan, Chief of the Project Development Division of the DENR-FASPS.

DCE2 WORKSHOP District Cooling For Efficient Energy

The DENR was invited by the World Bank to the District Cooling for Efficient Energy (DCE2) Workshop held in Medellin, Colombia, on June 9-10, 2016. Representing the DENR were Ms. Consolacion Cristostomo, Chief of Policy, Planning and Program Development Division (PPPDD) and Ms. Michico Venus Navaluna Deputy Project Director of the PCEEP. The two-day Workshop focused on the key challenges to materialize centralized cooling in
cities using low carbon emitting sources, including enabling regulatory frameworks and business models to promote the deployment of district cooling (DC) technologies, share

The event also showcased and discussed practical examples of financing mechanisms as well as transformative policies, programs and technology applications to support implementation of DSC, and included a site visit to multi-user La Alpujarra DCS in Medellin, Colombia. experiences and lessons learned in the implementation of district cooling systems (DCS), and promote a dialogue among public and private entities and practitioners.



10th GENDR GGCIA Regional EAP ODS Workshop in Bali, Indonesia on February 24-26, 2016

The DENR and PMU also attended in the 10th GENDR GGCIA Regional EAP ODS Workshop in Bali, Indonesia on February 24-26, 2016. Together with the DENR, the World Bank also invited Robinsons Land Corporation representing the chiller owners and Stellar Equipment and Machinery Inc. Representing the chiller suppliers to the regional workshop in Bali, Indonesia.

Workshop on the Preparation of the Project Completion Report (PCR)

The PMU conducted a workshop on the preparation for the project completion report on May 11-13, 2016 at the Buma Hotel and Resorts in Subic, Zambales. The activity was attended by representatives from the DENR-FASPS, DENR-FMS, and DENR-EMB. The PMU also invited participants from the EMB regional offices from 6 regions with project beneficiaries i.e., EMB IV-A, EMB VI, EMB VII, EMB XI, EMB NIR, and EMB NCR.

The workshop aimed to prepare and finalize the outline of the PCR i.e., chapters and sub-chapters and to develop guide questions to help participants prepare and/or collect the required data and documents for the PCR writeshop. The workshop was facilitated by the PMU consultants who discussed various aspects of the PCR, namely, (a) Project Preparation and Institutional Arrangement, (b) Project Implementation and  (c) Project Performance  and Sustainability.

It was agreed that the PCR writeshop will be conducted after the engagement of the Technical Writer for the PCR.  


Payment of Subsidy of SM City Fairview

The Department of Environment and Natural Resources (DENR) awarded Php 1,393,897.13 subsidy for the chiller replacement at SM City Fairview. SM City Fairview enrolled 1 unit 1000TR in 2015. 




The World Bank Mission

The World Bank conducted an Implementation Supervision Mission for the PCEEP on January 28-February 5, 2016. The meeting was presided by ASec. Rommel R. Abesamis, Assistant Secretary of Foreign Assisted and Special Project and co-presided by ASec. Juan Miguel T. Cuna. From the World Bank side, the mission team was headed by Mr. Gerardo Parco (Task Team Leader of PCEEP), Mr. Viraj Vithoontien, Mr. Rene SD Manuel, Ms Samira Elkhamlichi Ms . Aisha Lanette de Guzman, Ms. Maria Liennefer Rey Pnaroyo, and Ms. Geraldine Visitacion Bacani.

The World Bank Mission team visited slected project beneficiaries in Cebu City and Muntinlupa City namely Waterfront Cebu City Hotel and Casino and Radisson Blu Cebu and Insular Life Corporate Center, Respectively.


District Cooling Mission in Doha, Qatar

The Department of Environment and Natural Resources (DENR) was invited by the Qatar District Cooling Company to the largest integrated district cooling system (DCS) plant in the world – the “Integrated District Cooling Plant (IDCP) – The Pearl Qatar” on February 18-22, 2016 in Doha, Qatar as part of the three-country DCS Learning Missions. The other DCS Learning Missions were conducted in Tokyo, Japan and London, United Kingdom in December 2015. 

The Qatar leg of the DCS Learning Mission was conducted in The Pearl Qatar, a prime development center, just north of West Bay City in Doha, Qatar. The IDCP supplies the cooling requirement of hotels and residential villas in the man-made island called, The Pearl Qater.

The DENR delegation for the Qatar leg of the DCS Learning Mission is composed of the following:

·    Engr. Emmanuel David of the DENR General Services Division,

·   Mr. Israel Helios Inocencio of the DENR FASPS Procurement Unit, and

·   Mr. Jo-Rex Camba of the Philippine Chiller Energy Efficiency Project (PCEEP) Project Management Unit.

The DENR delegates were joined by Engr. Gerardo Parco from the World Bank – Manila Office who is also the Task Team Leader of the PCEEP. 


Year-End Assessment

The PMU conducted the Year-end assessment of the PCEEP on January 13-15, 2016 at the Azzuro Boutique Hotel, Angeles City, Pampanga. The activity aimed to assess the performance of the project in CY2015. This is also in preparation for the World Bank Project Implementation Review Mission which was held in February 2016 to review progress of the Project.


Insular Life Assurance Company Limited joins the PCEEP 

The Insular Life Assurance Company Ltd officially joins the PCEEP with the signing of the Sub-Grant Agreement for the replacement of 2 chiller units at the Insular Life Corporate Center in Alabang, Muntinlupa City. Atty. Hector A. Caunan, Vice President and Attorney-in-Fact of Insular Life Assurance Company Ltd, represented the Chiller Owner.   

Insular Life will be replacing their old chillers with magnetic bearing centrifugal chillers. The chiller replacement is expected to be completed during the third quarter of 2015.

PCEEP Conducts CMIS Training

The DENR conducted the training on the PCEEP Chiller Management Information System (CMIS) on August 11, 2015 at the Sulo Riviera Hotel, Diliman, Quezon City. The main objective is to introduce the Project Beneficiaries to the PCEEP CMIS and train them on how to use the online monitoring facility. The PCEEP MIS is an online monitoring platform designed to assist Project Beneficiaries monitor efficiency performance of new chillers, energy savings and emissions reduction resulting from the replacement of old and inefficient chillers.   

The participants include technical representatives from The Peninsula Manila, International School Manila, Cofely Philippines representing Waterfront Cebu City Hotel and Casino, BPI Buendia Center and Manila Pavilion, Ayala, BA Lepanto Condominium,  Cultural Center of the Philippines, Insular Life Assurance Company Limited, Robinsons Land Corporation, New World Makati Hotel, Ayala Property Management Corporation, Makati Stock Exchange, Tower One and Exchange Plaza and Philippine Integrated Energy Solutions Inc. representing Trinoma Malls.

The training was conducted by Engr. Herbert Narisma, MIS Consultant of the PCEEP and Engr. Jose Grajeda, Monitoring and Verification Specialist of the PCEEP.

PCEEP conducts Workshop on the Development of the Satisfaction Survey Instruments

The DENR conducted of a workshop to develop the PCEEP Satisfaction Survey Instruments and Mechanics on the conduct of Focus Group Discussion for PCEEP Stakeholders on May 13-15, 2015 at the Vista Marina Resort and Hotel in Subic, Zambales.

The PCEEP Satisfaction Survey aims to qualify and quantify satisfaction of project stakeholders on the PCEEP implementation. 

The activity was attended by the officials and personnel of DENR-Foreign Assisted Projects Services, DENR-Financial Management Services, EMB and Project Management Unit of the PCEEP.

PCEEP Assessment and Strategic Planning

The DENR conducted the PCEEP Assessment and Strategic Planning Workshop on January 22-23, 2015 at Punta de Fabian in Tanay, Rizal.

The focus of the workshop was to assess performance of the Project vis-à-vis the approved 2014 Work and Financial Plan and identify gaps as well as challenges encountered by the Project. Strategies and solutions were identified to address implementation issues and challenges.

The activity was attended by officials and personnel from the DENR-Foreign Assisted Projects Services, DENR-Financial Management Services, EMB and Project Management Unit of the PCEEP.

Radisson Blu Cebu joins PCEEP

The Radisson Blu Cebu joins the Philippine Chiller Energy Efficiency Project with the signing of the Sub-Grant Agreement. The Ceremonial Signing was conducted at the Santiago Board Room, Radisson Blu Cebu, Cebu City on June 26, 2015. The DENR-EMB was represented by Dr. Eva Ocfemia, Assistant Director of EMB, representing Atty. Jonas R. Leones, DENR Undersecretary and concurrent EMB Director, while the Radisson Blu Cebu was represented by Mr. Nishan Silva, General Manager of Radisson Blu Cebu. Also present during the signing were ASec. Rommel Abesamis, Assistant Secretary for Foreign Assisted and Special Projects and Engr. Gerardo Parco, Senior Operation Officer of The World Bank – Manila Office.

Radisson Blu Cebu would installing 2 units of 500 TR efficient and non-ODS chillers during the third quarter of 2015. Stellar Equipment and Machinery Inc. would be supplying the new 500 TR York units.

DENR conducts CY2015 PCEEP Midyear Assessment in Cebu City

The DENR conducted the CY2015 midyear assessment of the Philippine Chiller Energy Efficiency Project (PCEEP) at the Quest Hotel, Cebu City on June 24-26, 2015. Major discussions include physical and financial accomplishments of the PCEEP, issues and challenges in project implementation, and planning session for the remaining semester of CY2015. The activity was attended by the officials and personnel of DENR-Foreign Assisted Projects Services, DENR-Financial Management Services, EMB and Project Management Unit of the PCEEP. The event was graced no less than the Dir. William Cunado, OIC-Regional Director of the Environmental Management Bureau Regional Office 7.

 SM City Fairview, Marco Polo Davao and Philippine National Bank join PCEEP

Three (3) more establishments join the PCEEP with the signing of the Sub-Grant Agreements. SM Prime Holdings Inc. inked the SGA for the chiller replacement at the SM City Fairview involving one (1) unit 1,000 TR chiller unit. Halifax Davao Hotel Inc, on the other hand, would be replacing one (1) unit of 400 TR chiller at the Marco Polo Davao Hotel. The Philippine National Bank also signed the SGA for the replacement of two (2) units CFC-based chillers.

The replacement of old and inefficient chillers is expected to generate huge electricity savings, abate ODP consumption and reduce greenhouse emissions in these establishments.
