He was born on June 8, 1955 in Payawan, Baloi, Lanao del Norte. Graduated in his elementary education in Baloi Central Elementary School, Baloi, Lanao del Norte in April, 1969. He finished his secondary education at the MSU Preparatory High School, Marawi City in 1973.
In his college years, he studied in Mindanao State University, Marawi City with the following diplomas/degrees: Certificate in Forestry Technology, 1976; Bachelor of Science in Forestry, 1978; Certificate in Governmental Management, 1983; Master of Public Administration, 1984; and Bachelor of Laws in 1990. To break the monotony, he enrolled in the University of San- Jose Recoletos in Cebu City and finished the degree of Doctor of Management major in Human Resources Management in March 2001.
Regarding his employment history, he devotes his life in serving the public. He started working in May 8, 1978 as Casual Forester and in 1983 he rose to the position of Assistant District Forester in the Bureau of Forest Development now the Department of Environment and Natural Resources in Region 12, Cotabato City. From 1990 to 1999, he served in the DENR in the Autonomous Region in Muslim Mindanao and held several designations. The most notable of it, as Technical Assistant to the Regional Secretary of DENR for Lanao del Sur Field Operations in 1997 to the late part of 1999.
In December, 1999, he decided to transfer back to DENR national and was appointed as the Chief of the Administrative and Finance Division of Mines and Geosciences Bureau of DENR, Region 12, Koronadal City up to September, 2001. While in that position, he was able to hurdle two career executive eligibilities: the Career Service Executive Eligibility administered by Civil Service Commission in 2000 and the Career Executive Service Eligibility administered by the Career Executive Service Board in 2001, respectively.
In September 2001, he was designated as OIC-Regional Director of Environmental Management Bureau of DENR, Region 10, Cagayan de Oro City. In June 2005, he was appointed as Director III and designated as full-fledged Regional Director up to the present. By that then, he was appointed by the President of the Philippines as Career Executive Service Officer with Rank CESO
IV. Within his incumbency as Regional Director, he was designated in concurrent capacity as the Alternate of the DENR Secretary as Chairman of the Lake Lanao Protection and Development Council in 2006 to 2008.
While in the government service, he was able to represent the Philippines in some international conferences and seminars/trainings here and abroad. The notable of them are as follows: Head of the Philippine Delegation to the ASEAN Training Program on Soil Erosion and Water Yield held in Baguio City, Philippines in 1987; He was the head of Philippine team that conducted Study Tour regarding Coal-Fired Power Plant in Germany and The Netherlands in October, 2004; He delivered the Philippine Report in the Asian and Australia Conference on Mitigation Measures for Climate Change Adaption held in Beijing, China on October, 2006; Delivered the Philippine Report on the International Conference on the Cleaner Production Initiatives held in Beijing, China on July 9-10, 2009. He was Co-Presenter of Lake Lanao Case – A Technical Paper presented at 14th World Lake Conference held in Austin, Texas, USA on October 31 – November 5, 2011.
He is a member of some professional, civic and fraternal organizations like: the Society of Filipino Foresters, Inc., Ranao Council, Inc., Mu Kappa Phi Law Fraternity and Sorority, Upsilon Phi Sigma Fraternity and Sorority, the Fraternal Order of Eagles etc.
