Learn About the Environmental Research and Laboratory Services Division

The Environmental Research and Laboratory Services Division (ERLSD) is one of the line divisions of the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR); supports EMB’s functions and responsibilities embodied in legal instruments, e.g. Executive Order No. 192 signed in June 1987.


  • Generate good quality scientific data and information to support formulation of environmental policies, standards, rules and regulations on existing and anticipated environmental issues;
  • Formulate, develop, coordinate and implement short-term and long-term research programs at the national and regional levels;
  • Provide assistance to the DENR Secretary and Regional Offices in the implementation of environmental pollution control laws and the conduct of environmental research programs; and
  • Implement environmental laboratory recognition scheme. 



  • Undertake continuing research studies related to air, water and land pollution and other environmental disturbance/issues and whenever appropriate and applicable, their effects on the natural ecosystem and on the human population.
  • Conceptualize, develop, and implement pollution research studies, researches and projects with local or foreign assistance/cooperation.
  • Assist other divisions in executing the mandates of the Bureau.



  • Analyze environmental samples from environmental monitoring networks and other programs as needed.
  • Conduct inter-laboratory performance surveys to determine proficiency of laboratories/come up with accredited laboratories to be involved in environmental monitoring and research activities.
